It was formed during the war against the Turks in 1890 in Vienna as part of the Court Chamber. As Hungary was freed by the imperial army, the freed territories fell under the authority of the court, in accordance with the "right of the arms". This meant that these regions were given back to the original Hungarian landlords only if they could prove their right of possession and paid the so-called arm ransom (jus armorum). This was about 10 % of the estimated value of the estate, and this had to be paid by previous landowners and those landowners who received an estate from the king. There were several such new landowners, as King Leopold I presented huge lands to military leaders, suppliers, officers who took part in the war, and foreign landlords in return for non-refundable loans.
